说明：十三五时期是全面建成小康社会、实现我们党确定的两个一百年奋斗目标的第一个百年奋斗目标的决胜阶段。党的十八届五中全会审议通过的《中共中央关于制定国民经济和社会发展第十三个五年规划的建议》(简称《建议》)，明确提出了十三五时期我国经济社会发展的基本思路、主要目标和新的发展理念，对各重点领域的重大战略、重大工程、重大举措作出部署，具有重要的理论意义和实践价值。本期术语发布围绕《建议》中提出的发展阶段定位、发展目的、发展理念等，选取了15条重要术语和表述，力求反映《建议》的思想性、战略性、前瞻性和指导性。
